The book is a Commentary to the Federal Law of June 27, 2011 No. 161-FZ “On the national payment system” with regard to any revision, including the Federal Law of October 22, 2014 No. 319-FZ. Considered is the legal and organizational framework of the national payment system, regulation of activity of the subjects of the national payment system and requirements for the organization and operation of payment systems. Analyzed is the procedure for the provision of payment services, the use of electronic means of payment, supervision and monitoring in the national payment system. The acts of the Government of the Russian Federation and the Bank of Russia adopted on the basis of the norms of the Federal Law are provided. Clarifications by the Bank of Russia on the application of the provisions of the Federal Law are used.

The book is intended primarily for law enforcers – managers and employees of organizations that are subjects of the national payment system. The book will be useful to anyone interested in issues of legal regulation of the national payment system in Russia.
