As the CEO of SERAPH (https://www.seraphproblemsolving.com/school-gangs) for the past fifteen years, I have provided the risk management, security management training, and security system redesign for the House of Blues/Live Nation Corporation, SBE Entertainment Group, Lucky Strike Entertainment, the Gaylord Hotel chain, and The Oncenter–Pirro Convention Center. I am also currently a federal law enforcement instructor and SME for the HIDTA High Intensity Drug Trafficking Areas and MAGLOCLEN Middle Atlantic–Great Lakes Organized Crime Law Enforcement Network programs. Since 1995, I have trained over 100,000 local, state, and federal law enforcement officers.
I have also been a frequent expert with media outlets, including a featured episode of Forensic Files (“Bump and Run,” Season 3, Episode 21 [2002]) and a new History Channel series entitled True Monsters. In 2002, I was given a presidential appointment to the U.S. Selective Service system, and in 2004, I became a member of the FBI’s InfraGard program.

Thus, Cocoa’s core focus on spirituality and religion in the study of gang members is a significant part of the whole. Recall that alchemy and astrology are foundational principles that guide religious teachings often unbeknownst to the followers of the religion because the lessons of these sciences are simplified via allegory and tradition. Too often, however, religion seeks to direct the behavior of individuals by assigning an overall intent to the entire group. This is empowering from the point of view that having intent makes all the difference in one’s livelihood and well-being. But it does somewhat limit a person’s drive to develop a truly personal intent that satisfies all of who they truly are. Protestant Christianity, for example, has established that its adherents strive for a life that is “Christlike,” while followers of the patron saint Santa Meurthe (a saint revered by many Mexican gang members and Sicario) embrace a hyperawareness of death and intentionally strive to live life for the moment, as tomorrow is not promised. Given this understanding, there is no doubt that religion and spirituality will be designated as a chief ingredient, for students and scholars of gang culture, as well as policymakers and practitioners, in the discussion of gangs and gang prevention. We now will review some foundational theories regarding deviant behaviors and transnational organized crime.
The contemporary political climate has always influenced the overarching narrative within the scholarly community. The subculture theory is no exception. Subculture theory is derived from a collection of methodological research dating from the late 1940s. Implications from the theory have the power to change the social paradigm, as it is heavily steeped with ethical and moral considerations. The theory focuses on defining and describing deviance from a social perspective. Frontrunners of the theory utilize methodological means and controlled variables to analyze data as objectively as possible. However, we cannot ignore that the theory is born out of a specific system and historical framework. Generally, subculture theory explains the emergence of antiestablishment and delinquent behavior within a given system.
