Banks first focus on areas where inherent risk is the highest (e.g. for money laundering risk, indicators investigating non-active corporate customers or customers operating in risky sectors such as gambling). In addition, findings resulting from authorities’ inspections, internal findings or critical areas affected by recent changes in regulation, might also represent relevant sources for the identification of Level 3 indicators.

Often, banks adopt internal rules to ensure that risks explored at Level 3 are correctly balanced, with the aim of achieving proper focus on the monitoring of more critical risks: as an example, it might be decided that medium-high risk categories cannot have a higher number of operational KRIs than a high-risk category.
