Climate change due to man-made greenhouse gases has led to rising temperatures on earth and may lead to a terribly unstable world climate, with more regions experiencing massive hurricanes, flooding, and desertification, and at an increased frequency. This catastrophic scenario represents a global problem for the earth and for the whole of humankind.

Now, nations have national political systems which are each responsible for a given place on earth, with full sovereignty, but they are limited by physical/geographical boundaries. These entities can solve local and national problems, but they cannot solve global problems.
