George Washington elevated eleven men to the U.S. Supreme Court. Franklin Delano Roosevelt appointed nine. Of course, Washington, as the first president, had to nominate a group of men (six) to populate the very first Supreme Court. And Roosevelt, elected to four terms, had more opportunity—twelve years—to nominate justices.
