This document contains the results the research work carried out to analyze and clarify within the framework the provisions enshrined in the Integrated Water Resources Management Policy and Decree 1640 2012, compiled in articles 2.2.3.1.1.1 and following Decree 1076 2015 and its technical and regulatory developments, the reasons why it is currently not feasible to apply the Hydrographic Basin Management and Management Plans (POMCA) as instruments hydrological planning, which were approved under the validity the extinct Decrees 1729 2002 and 2857 1981.
