There is a type of wood glue that is yellow in color, described as aliphatic and marketed as Titebond, that can be used in exterior locations. A waterproof version of PVA is available, but it is waterproof only when used as an additive to, or in conjunction with, cement and should not be used as an exterior adhesive.
