The second epoch is that of the feudal system. Three essential characteristics belong to it; 1st. The reduction of the mass of the people to slavery or a condition bordering thereon: 2nd. The hierarchical and federative organization of the feudal aristocracy, extending in its application both to persons and lands: 3rd. The almost entire dissolution of the sovereignty, which then devolved on every feudal proprietor capable of exercising and defending it; from whence resulted the feebleness of the royal power and the destruction of monarchical unity, which disappeared almost as completely as national unity. This system prevailed until the thirteenth century.
