GERMANY DECLARED
IN A STATE OF WAR

Paris, July 31, -- Germany was today declared in a state of war according to a News Agency dispatch from Berlin received shortly after 3 p.m.
This action does not constitute a declaration of war against any other European power. The declaration of a state of war practically places all Germany under military control and is regarded as a preliminary step to a declaration of war against Russia.
