The role of cities in international affairs goes back thousands of years, to the dawn of human civilization. Almost as soon as human beings moved beyond the pure subsistence level, they began gathering in communities to exchange information and to trade, in both goods and specialized services. The political-economic advantages of direct communication and network building—the power of proximity—expressed themselves from very early times.
