This monograph is devoted to a current and interdisciplinary problem: exploring the possibilities of purposeful social governance through the lens of the concept of the noosphere. The work explores the legacy of V. I. Vernadsky and develops the idea that the noosphere, as a sphere of reason, is not a passive result of evolution, but can act as an active tool for social governance, provided its structural elements are consciously shaped.

Основная гипотеза исследования заключается в том, что управление ноосферой возможно через сущностное наполнение целевой направленности её ключевых компонентов. Автор демонстрирует, как целенаправленное воздействие на когнитивные, ценностные и коммуникативные структуры ноосферы способно трансформировать общественные процессы и направлять их в желаемое русло.

The main hypothesis of the study is that the noosphere can be controlled through the essential fulfillment of the target orientation of its key components. The author demonstrates how targeted influence on the cognitive, value, and communicative structures of the noosphere can transform social processes and direct them in the desired direction.
