This textbook is aimed in identifying of relevant theoretical and practical problems of law-making in Russia, as well as to offer optimum ways of their decision, taking into account the strategic objectives and needs of the Russian state and society at the present stage.

Emphasis is placed on the problems of defining the nature of law-making, the status of the theory of law-making, optimizing the law-making process. Special attention is paid to the problems of ensuring the effectiveness of law-making, in particular, questions of scientific justification of adoption of law-making decisions, the establishment of standards of law-making, role of strategic planning in ensuring the effectiveness of lawmaking, the impact of judicial practice on law-making. The significance of legal technique and modern legal technologies in law-making is examined.
