Circuit, which is why some pundits have referred to it as the second most important federal court in the American legal system. Chief Justice John G. Roberts served on the D.C. Circuit from 2003 to 2005; Justice Antonin Scalia was on the D.C. Circuit from 1982 to 1986; Clarence Thomas served from 1990 to 1991; and Ruth Bader Ginsburg served from 1980 to 1993.
