5. ROLE OF THE EIB DURING THE COVID-19 CRISIS 5.1. APPLICATION AREAS

EU support to the Member States focuses, on the one hand, on the development of national plans to recover the economy and advance in the establishment of financing agreements and payments; and, on the other, on the implementation of reforms and investments for the recovery, strengthening and transforming the economies of the countries. In addition, the recovery from the health and economic crisis due to COVID-19 has meant an important transfer regarding the areas to be taken into consideration for the economic recovery plans, as well as the economic strengthening. The following aspects must be considered:

• Ecological transition.

• Digital transformation.

• Jobs and smart, sustainable and inclusive growth.

• Social and territorial cohesion.

• Health and resilience.

• Policies for the next generation, including education and capacity building.

It can be seen that the treatment and financing after the COVID-19 crisis have led to a certain reorientation of the idea underlying the EIB’s work towards a greater focus on health and resilience. Although previously the vision they had was to address the development-oriented policies, they did consider some of these areas. For example, in 2019, the EIB made 63.3 billion euros available for projects carried out around the world, and among these projects related to health, SMEs and climate36. It has also taken into account sustainable development, digital matter and social commitment. Furthermore, it is also worth highlighting the education and capacity building policies coupled with financing. This means that, after the crisis, the previous work of the EIB has been continued and adapted to the solutions that arise in the emergency situation, contributing to the development and modernity required due to the new circumstances that are being experienced. Without a doubt, it becomes a success and a very positive vision to overcome this unfortunate critical situation.

In sum, the decisions taken by the Council will enable the Member States to use the funds not only to recover from the COVID-19 crisis but also to create a resilient, greener, digital, innovative and competitive Europe for the next generations.
