We don’t know anyone who completely understands the entire German healthcare system—so don’t panic, as the Hitchhiker’s Guide says. Most of the time, it’s enough if you can orient yourself to some extent. Taking Bismarck’s social legislation as a starting point, the current healthcare system has developed and grown over almost 140 years. It is a highly complex structure, which is largely administered by its own stakeholders (keyword “joint self-governance”, see below) to a greater extent than by politicians. Within the system, it is hard to find a sub-sector that has not been extensively regulated and reformed many times. This chapter provides a concise look into the German healthcare system to facilitate the understanding of the other chapters of this book.
