Among the so-called “Ways to acquire the right to use renewable natural resources in the public domain”, the least studied and analyzed is the “association”. We do so in this writing, but with the surprise that this is not really an independent way from the others, but rather a way in which citizens apply, process and obtain the right to use these resources.

Although it seems that the possibility association as a way to acquire the right to use natural resources is wide, we only analyze the association waters. And we discovered, identifying its characteristics both as an environmental authorization, as a procedure or rite to define the will the environmental authorities to allow exploitation, what their origins may be, details never analyzed in the regulations and their advantages and disadvantages for the prevention social conflicts.
