5.2. Sociology of Chinese Political Scientists

Most political scientists in China are professors at universities and academies of social science. Gradually increasing are those policy scientists attached to the think tanks of the party, the government and the military. With regard to advanced degree holders, China lies somewhere between Korea and Japan. At Peking and Fudan universities faculty members with foreign Ph.D.s occupy 12-25 per cent. The figure of foreign Ph.D.s does not give the impression that Chinese political science smacks of being neo-colonial although it is higher than that of Japan, which has strong bumi putra characteristics in political science. Most noteworthy of Chinese political science is that the vast number of political scientists endeavor to make sense of a number of Chinese conundrums at the grass roots level, like state enterprise and the market, deliberative democracy experiments in village elections, social safety nets, social capital based networks and the administrative and fiscal decentralization of the Chinese political system. Needless to say, in terms of the number of articles in leading journals, still the largest number of them deal with political theories pertaining to the policy line of reform and opening to the world. When there are vastly different answers to the fundamental questions in China, it is understandable that hot and vigorous debates intermittently erupt and power struggles are often associated with them.
