5.3. Key framing questions

The key framing questions during the period from 1979-2000 are all related to each other: How can political science concepts and theories be made useful in carrying out the policy line of reform and opening to the world? How can political science be made useful in training personnel and in designing and implementing public policy? How can political science with Chinese characteristics serve the masses who are in need of it? The first question is that of legitimation. The second question is that of application of political science training. The third question is the advancement of Chinese political science. The fundamental question is how to utilize capitalist mechanisms without undermining the legitimacy and authority of the Communist Party, in order to keep up the policy line of the rise of China in harmony with society, with the world and with the environment. Since this fundamental question is debated politically and strategically to put forward a certain line of political direction, quite sharply tongued exchanges often take place, sometimes resulting in a major political and policy shift at the highest levels of the government, the party and the military. The first and third questions were addressed strategically, for instance, by Wang Hunin who was at Fudan University. He organized a team of authors and published a series of books on Chinese government and politics in the mid- and late 1990s. Wang Hunin was so effective in getting the ears of persons sitting at the top of the party that he was appointed as the director of policy studies of the Chinese Communist Party.
