CAN’T SURRENDER

Washington, D. C. July 9, -- Germany’s answer to the latest American note will be handed to Ambassador Gerard today or tomorrow officials understood today.
It was generally believed that it would be unsatisfactory. The Ambassador’s forecast revealed its terms. Officials, however, were hopeful that it would be made the basis for further negotiations and that the situation would not again become critical. It was said the fact that Germany is being hard pressed at home through the pro-war parties; the President in formulating the next note would take agitation into consideration. But it was stated in administration circles that the executive had determined that the United States, as chief neutral of the world, couldn’t surrender a single right under international law.

WANT ARMS AND AMMUNITION TOO

Amsterdam, July 15 – That the United States refuse to export arms and ammunition to the Allies unless they guarantee safe passage of similar shipments to Austria and Germany with a reservation made by the Austrian foreign office in a note delivered to Ambassador Penfield according to Vienna dispatches today.
