Gentlemen of the Congress

On April 19, 1916, when President Wilson addressed a joint session of Congress on German violations of international law, he opened his speech with, “Gentlemen of the Congress.” It was the first time a president addressed Congress in person since John Adams. It is noteworthy that Wilson spoke to a joint session of Congress twenty-six times, more than any president before or since.

An excerpt from Wilson’s address:

The government of the United States is at last forced to the conclusion that there is but one course it can pursue; and that unless the Imperial German Government should now immediately declare and effect an abandonment of its present methods of warfare against passenger and freight carrying vessels this Government can have no choice but to sever diplomatic relations with the Government of the German Empire altogether.
