The clean-up of American second and third cities never really got underway. Many sputtering local initiatives failing to gain significant traction were halted or seriously injured during the coronavirus quarantine. The linkages between local economies and global economies are often ill-considered, but vitally important. Most Economic measurement occurs at the national level, neglecting regions and localities. The resiliency of our food supply chain, for example, would have been greatly improved with better local data, measurement, and supply counts.

We can no longer rely on the venture capital industries in one region of the World, nor commercial credit institutions to provide the sole source of capital for American Small Business. However, without adequate measurement around supply and demand, capital providers will dodge small businesses outside of the "hubs" of innovation.

The Innovation networks in emerging economies are only at a nascent stage. Without understanding the data informing the sum of the parts, of local economies, the Innovation hubs will still cluster in specific regions creating geographic dislocation for new and small businesses, and more importantly, essential industry supply chains.

However, there is a more pressing challenge with American small business under thirty employees. Often, the margins associated with these activities are not life sustaining. A coffee shop that brings livelihood to a neighborhood or a downtown cannot afford to pay the rent. At the national level, we understand commodity supply, but we do not have a firm grasp on the supply of local service delivery. As the world transitions to a service-based, innovation economy, understanding local supply is an essential topic.
