Lay a siege against it (vs. 2):
The portrayal of Jerusalem being surrounded by their enemies: to contain
Build a fort against it (vs. 2):
A secondary wall built by their enemies surrounding the city: to confine
Cast a mount against it (vs. 2):
A depiction of the nation that would subdue Jerusalem (mount/mountain, is metaphorically speaking of a nation): to control
Set the camp also against it (vs. 2):
The settlements of the enemy outside the city walls: to constrain
Set battering rams against it round about (vs. 2):
The gates of Jerusalem being breached by force: to conquer
Set thy face against it (vs. 3):
Pronounce judgment upon Jerusalem as the LORD orders: to condemn
You shall lay siege against it (vs. 3):
A surety that the destruction of Jerusalem by the Babylonians would be accomplished as stated in the first order: to conclude
