5 The European Chemicals Agency (ECHA)

The European Chemicals Agency (ECHA) has been created from REACH Regulation. It is in charge of implementing the legislation about chemical substances. Its objective is to protect human health and the environment and promote innovation and competitiveness30.

ECHA is made up of public consultation procedures. They are supposed to be impartial, and independent entity from any external interest. It is in charge for advising companies about matters related to compliance with the legislation for the safe use of chemical products and at the same time investigating those products that may cause concern for people and environment31.

ECHA incorporates a Risk Assessment Committee (RAC) which assess the minimum exposure considered safe for workers in contact with various chemicals including EDC. The ordinary procedure consists that the European Commission, in case of dubt that a product is unsafe, requests a scientific report from ECHA through the RAC.

Once the final opinion is adopted by the Committee, it is transmitted to the European Commission and in the case of potentially carcinogenic or mutagenic substances that must be included in Directive 2004/37 / EU, the ordinary legislative procedure for their regulation begins32.

The group gathers, usually, three times a year and in each of the meetings several new substances highly suspected of causing damage to the human ecosystem are proposed, discussed, and added to the Community’s action plan.
