Since 2001, the EU has adopted numerous instruments and provisions in order to strengthen the protection of citizens against the terrorist threat, whether in prevention (e.g. strengthening the security of transport and critical infrastructures) or in response to terrorist attacks (improvement of civil protection, communication and provision of accurate and adequate information to the population, etc.), stressing that the obligation of protection against terrorist attacks derives from international human rights law, which require states to protect the right to life and the right to security of all individuals under their jurisdiction151.
