1. THE ENERGY UNION PACKAGE (2015)

In February 2015, under the presidency of Jean-Claude Juncker, the European Commission launched a new framework strategy for a resilient Energy Union with a forward-looking climate change policy, known as the “Energy Union Package”26. The action points and the roadmap of this package provides the creation on an internal energy market ensuring security of supply and integrating of renewable energy in the market. It also provides a greater transparency on energy costs and prices as well as on the level of public support that will enhance market integration and the setting of the target of reaching at least 27% energy savings by 2030 and of the target of at least 27% at EU level for renewable energy by 2030.

The goal of the Energy Union was to give EU consumers –households and undertakings– secure, sustainable, competitive and affordable energy through a fundamental transformation of Europe’s energy system. This made up of five closely interrelated and mutually reinforcing dimensions. Pursuant to the new rules of governance of the Energy Union, the Member States have to develop national integrated plans in the energy and climate field covering the five dimensions, for the period between 2021 and 2030.

1. Energy security, solidarity and trust: Diversifying Europe’s sources of energy and making better, more efficient use of energy produced within the EU27;

2. A fully-integrated internal energy market: using interconnectors which enable energy to flow freely across the EU – without any technical or regulatory barriers28;

3. Energy efficiency contributing to moderation of demand: consuming less energy in order to reduce pollution and preserve domestic energy sources29;

4. Decarbonising the economy: Pushing for a global deal for climate change and encouraging private investment in new infrastructure and technologies. The EU has also set an EU target of at least 27% for the share of renewable energy consumed in the EU in 203030;

5. Research, innovation and competitiveness: supporting breakthroughs in low-carbon technologies by coordinating research and helping to finance projects in partnership with the private sector31.

The four reports on the State of the Energy Union32, show progress made since the Energy Union Framework Strategy was adopted to bring about the transition to a low-carbon, secure and competitive economy. The Commission has committed to present these reports annually in order to address the key issues and steer the policy debate. The fourth report on the State of the Energy Union issued in April 2019, shows that the Commission has fully delivered on its vision of an Energy Union strategy.
