Based on Commission’s proposals published in November 2016 (also known as “the Winter Package”35), the “Clean energy for all Europeans package” consists of eight (8) legislative acts: four Regulations and four Directives, which have as main objective the transition to a low-carbon economy. This package can be called the “4th package”.

Four of these legislative acts were adopted on 30 May36 and 11 December 201837, and the remaining four on 5 June 201938. All Regulations have already entered into force, and EU countries have 1-2 years to transpose the new Directives into national law.

The changes will bring considerable benefits from a consumer perspective, environmental perspective, and from an economic perspective.
